Vice City, 1984. Vice City, 1984. Victor “Vic” Vance is an Army corporal at Fort Baxter who just wants to provide for his family — until Sergeant Jerry Martinez drags him into crime. In this review I break down the PlayStation 2 version of Grand Theft Auto: Vice City Stories: the story, empire building, the 80s Miami look, the characters, the gangs and the PSP, where it all began.
Grand Theft Auto: Vice City Stories still shows why Vice City is so hard to leave behind
Some games impress with the size of their map, others with the number of mechanics, and a few simply manage to create a place where it feels good to exist. Vice City Stories belongs mostly to that third group. Going back to Vice City means meeting again a city where almost everything feels exaggerated on purpose, from the clothes to the cars, from the colorful facades to the personalities moving through the local underworld. It doesn’t take long for that mix of palm trees, neon lights, beaches, hotels and 80s music to work its magic again. Even though the setting is familiar to anyone who spent many hours in the original Vice City, there is an immediate pleasure in cruising its avenues and recognizing places that were part of another story. The difference is that we are now a few years before Tommy Vercetti arrives, following a city that is still laying the groundwork for events fans already know. That familiarity could easily have turned the game into a lazy experience, but that’s not quite what happens. The map still has its own identity, the atmosphere is still excellent, and the feeling of being somewhere truly memorable remains intact.
There is also something interesting in the way Vice City Stories fits into that classic era of Grand Theft Auto. It doesn’t try to reinvent the series, nor does it have the scale of San Andreas, but it finds its place by working with a formula that was already extremely well established. Stealing vehicles, tearing across the city at high speed, running from the police, taking jobs from criminals and eventually abandoning any objective just to cause chaos are still such natural activities here that the game hardly ever needs to explain why they’re fun. Often the mission marked on the map is just the starting point for something completely different. A simple drive can end in a police chase, a stolen car can blow up before reaching its destination, and an attempt to escape down a side street can end in an absurd string of crashes. It’s precisely in that space between what the game plans and what happens spontaneously that Vice City Stories keeps working so well. The campaign matters, but the real charm is often in the road leading to it.

With his brother Lance, Vic starts building a business empire across the city. Along the way come Phil Cassidy, Louise and her husband Marty, Umberto Robina’s Cubans and dealer Ricardo Diaz.
A shipment stolen by mistake puts the brothers in the path of the Mendez Cartel. After doing favors for Armando and Diego, Vic sets out to bring them down — and the final showdown happens atop the Mendez Building.
In Vice City, everybody sells something. Even their soul.
Victor Vance is perhaps the trickiest element of the whole campaign. The idea behind the character is good. He starts out as a man trying to better his life and help his family, joining the army in search of stability. But things go south very quickly when his superior, Jerry Martinez, starts dragging him into illegal activities. The problem isn’t that Vic becomes a criminal, something fairly predictable in Grand Theft Auto, but the way the script tries to show moral resistance while his actions keep heading in the opposite direction. He complains, shows discomfort and often seems tired of the people around him, yet he keeps accepting increasingly violent jobs. After a while that contradiction bothers you less, because the game fully embraces its criminal nature, but the start of the campaign could have built that transformation better. Tommy Vercetti never had to convince the player he was a good person. Carl Johnson had clearer personal reasons to return to crime. Victor tries to sit somewhere in between, and the script doesn’t always know how to handle that.
Interestingly, the story improves precisely when it stops relying so much on justifying Victor and starts exploring the personalities around him. Lance Vance is probably the most important character in that process. Impulsive, ambitious and constantly in trouble, Lance manages to be both irritating and fun, exactly as he should be. The relationship between the brothers delivers some of the best moments of the campaign, because there’s a natural tension between Victor’s more controlled personality and Lance’s complete lack of common sense. Anyone who knows the events of the original Vice City also sees that relationship from a different perspective, knowing where part of that journey is going to end. Other familiar characters show up throughout the campaign and help create a natural link between the two games. Phil Cassidy, Umberto Robina and Ricardo Diaz are examples of figures who instantly bring back that blend of excess, violence and humor that defines the series.
Despite these characters, the narrative never becomes the main reason to keep playing. There are good scenes, funny dialogue and absurd situations, but it lacks a truly strong conflict capable of tying everything together. The campaign often works as a string of encounters with troubled people who need someone willing to steal, chase or eliminate somebody else. That’s part of GTA’s traditional structure, of course, but some chapters of the franchise hide that repetition better through more engaging stories. Vice City Stories relies much more on the individual charisma of its characters and on how fun the missions themselves are. Fortunately, that works most of the time. Even when the narrative goal seems unimportant, the situation built around it can be entertaining enough to hold your interest. It’s an uneven story, but rarely a campaign without personality.
Vice City only needed a few months to convince him.

Playing Vice City Stories today makes it very clear how the Grand Theft Auto games of that generation worked. The character responds more heavily than in modern action games, getting in and out of vehicles means committing to animations, and the camera doesn’t always keep up perfectly with what’s happening. Even so, driving remains extremely enjoyable. The cars behave differently enough for each model to have its own personality, and the exaggerated physics fits the series’ style perfectly. Taking a corner too fast, losing control, plowing across a sidewalk and driving on as if nothing happened is all part of the experience. Motorcycles are fast and risky, big vehicles call for a different approach, and helicopters are a great way to cover longer distances. Simply getting around is already fun, and that’s extremely important in a game where much of your time is spent crossing the city.
Combat is less consistent. The auto-aim usually does its job, but every now and then it picks unimportant targets when someone clearly more dangerous is on screen. In tighter fights, especially when several enemies close in at once, the system’s limitations show up hard. It gets even worse when someone gets too close while Victor is armed, since the game doesn’t always handle short distances between characters well. Often the most effective solution is simply to run a few meters, reset the camera and then start shooting again. It’s not a broken mechanic, but it’s clearly a part that has aged much worse than the driving. On the other hand, there’s a good variety of weapons, and the more open firefights are still fun when everything works properly. Blowing up vehicles, starting chases and turning a simple mission into a gigantic disaster still has that almost childlike appeal that has always been part of the franchise.
The mission structure deserves more praise. Vice City Stories offers longer, more elaborate jobs than those in Liberty City Stories, which helps create a greater sense of progress. Some missions mix driving, combat and chases in the same sequence, while others play with vehicles or less common situations. There’s more variety than a quick description of the game might suggest. The problem shows up when a long mission ends with a tough stretch and a single failure forces the player to repeat a sizable part of the way. The lack of more generous checkpoints is one of those decisions that instantly recalls another era of game design. There are features that ease the annoyance a little, but there are still moments when replaying the start of a mission after failing near the end feels like unnecessary punishment. It doesn’t compromise the campaign, but it’s probably one of the traits that demand the most patience today.

Technically, the console port can’t fully hide its origins. Character models are simple, some textures lack detail and objects can pop in at a relatively short distance when you’re moving fast. The city is still beautiful because of its art direction, not because it impresses with sheer detail. That makes a huge difference. A simple facade can still work when it’s surrounded by palm trees, colorful lights and cars that match the look of the place. The visuals are coherent enough to survive their limitations. The frame rate also dips now and then, although most of the time the experience stays stable enough not to seriously get in the way. It’s not one of the console’s most technically impressive games and it certainly doesn’t use the platform’s full potential, but its visual identity manages to do a lot with relatively little.

In 1984, every Vice City neighborhood has an owner — and each gang has its color, its car and its turf. Vic has to face almost all of them to build his empire.
The business system is Vice City Stories’ big attempt to put its own signature on the formula. Instead of simply taking missions and piling up money, Victor can seize properties from rival gangs and turn them into different kinds of criminal operations. There’s an immediate satisfaction in looking at the map and seeing that areas once controlled by enemies are now part of your own turf. A takeover usually means wiping out resistance, storming the place and then investing money to get a new business running. Over time, these properties start generating income and can be upgraded, creating an economic progression that fits the fantasy of building an empire very well. It’s an idea that suits Vice City and also gives the player a goal that runs alongside the main story.
The system loses some of its shine when it starts leaning too much on repetition. There are specific activities tied to the businesses, and at first they help give each type of operation its own personality. After a few rounds, though, it becomes clear that many of these tasks are only small variations of the same structure. Fetch something, chase someone, destroy a vehicle, transport characters and repeat the process, and eventually it stops feeling like expanding the empire and starts feeling like paperwork. Fortunately, you don’t need to grind through all of these activities to enjoy the rest of the game. The income from the businesses is already a nice reward, and seizing properties is more fun than completing every mission attached to them. Used as a complement to the campaign, the system works much better than when treated as something that has to be fully exhausted.
Outside the empire, there’s plenty to do. Races, taxi jobs, police missions, emergency services and other challenges scattered across Vice City stretch the experience a lot for anyone who likes exploring every corner of the map. Not everything is of the same quality, and some activities clearly exist for people who enjoy completing games down to the last detail. Still, that abundance adds to the feeling that the city offers possibilities even when the campaign is set aside. That may be one of Vice City Stories’ greatest strengths. You can play for an hour without advancing the story at all and still feel that something happened. The freedom to choose between an important mission, a side activity or simply a destructive cruise through the city remains an essential part of the series’ charm.

After many hours, it becomes clear that Vice City Stories works best when it isn’t seen as an attempt to top the main chapters of the series. It exists on a different scale. It doesn’t have San Andreas’ absurd variety or the historical weight of GTA III or Vice City, but it has a rhythm of its own and plenty of content to justify its existence. The campaign gets better as new parts of the city and new characters come into play, the empire system creates an interesting progression, and the map’s geography becomes more and more familiar. Little by little, routes that seemed confusing at first are driven almost on autopilot. That relationship with the map is one of the most interesting traits of old open-world games. Instead of depending entirely on a route drawn on the screen, the player ends up truly knowing the city.

The audio, on the other hand, is still exceptional. Few things define Vice City as quickly as turning on the radio inside a car. The soundtrack spans different 80s styles and constantly turns ordinary drives into memorable moments. More important than just gathering famous songs is the way each station has a personality of its own. DJs, ads and fake shows help build a caricature of that decade, full of consumerism, excess and completely absurd characters. The humor is often biting and some jokes are harsher than in the original Vice City, but that matches the overall tone of the campaign. There are moments when the urge to keep listening to a song or a conversation is enough to make the player sit still inside a vehicle before starting a mission. It’s hard to think of higher praise for a GTA’s sound work.

Write what playing Vice City Stories on PSP was like and what changed on PS2.
It’s worth remembering that the project was born on the PSP before reaching the PlayStation 2, and that origin explains several traits of the experience. On a handheld, having an entire, working Vice City packed with activities was technically impressive. On the console, that same structure naturally feels less surprising, especially next to games built specifically to make better use of the hardware. Still, judging Vice City Stories as just a modest port would sell short what it offers. There is a long campaign, a considerable amount of optional activities and several ideas that weren’t in Liberty City Stories. The result is a GTA smaller in ambition compared to the main chapters, but not exactly small in content. Anyone going in expecting the franchise’s next big revolution will probably find clear limitations. Anyone who accepts the game as a side story, however, finds an adventure far more robust than its handheld origin might suggest.

Vice City Stories doesn’t need to be the best GTA of its generation to earn a high score. Its mix of a memorable city, an excellent soundtrack, plenty of content and spontaneous fun still works very well. The limitations are there and you notice them, but the package has enough personality to turn this side story into one of the most interesting experiences of the franchise’s classic era.
Grand Theft Auto: Vice City Stories is one of those games whose flaws are easy to point out and yet can’t fully explain the experience. The combat could be better, the story could make much more of Victor Vance, and certain missions could treat the player’s time with more respect. The empire system also doesn’t reach the full potential its initial idea promises. None of that goes away during the campaign. Even so, there’s a fundamental quality that weighs heavily in the game’s favor: it’s fun for long stretches simply because its foundation is still excellent. Driving is enjoyable, exploring the city is still rewarding, and the mix of freedom, humor, music and chaos still produces situations few games can replicate in the same way. The experience doesn’t need a big revolution to work, because there’s pleasure even in the seemingly simplest things.
It’s also important to recognize that Vice City Stories has more identity than the phrase “side story” might suggest. Victor may not be the series’ best protagonist, but his journey helps show another side of the city, and his relationship with Lance delivers good moments. Being able to build businesses creates a sense of growth that fits the setting, while the bigger missions make the campaign feel more important than the one in Liberty City Stories. Most of the time the game knows its limitations and rarely tries to be something it isn’t. When it manages to bring together a good mission, a great song on the radio and an unexpected chase down the avenues, it instantly reminds you why that generation of GTA left such a mark on so many people.
In the end, returning to Vice City is still an offer that’s hard to turn down. The city has too much personality to work as just a recycled backdrop, and the amount of content guarantees a fairly complete adventure. There are clear signs of age, especially in the controls during firefights and in certain structural choices, but they’re problems that live alongside far more lasting qualities. The soundtrack is still fantastic, the driving is still fun, and the open world can still produce spontaneous moments that make each session a little different. Vice City Stories isn’t the most ambitious chapter of Grand Theft Auto, and it didn’t need to be. It works because it understands what makes this city special and finds enough ways to give the player a good reason to return to its streets.

It arrived on March 6, 2007 in the US, after the PSP version. Write how it looks on a TV: resolution, frame rate, draw distance and lighting.
