Liberty City still has plenty of stories to tell

Going back to Liberty City after the sunny streets of Vice City and the massive state of San Andreas is a curious experience. Grand Theft Auto: Liberty City Stories doesn’t try to beat its predecessors in size or in the number of new features. Its goal is more modest: revisit one of the most important cities in the series and show how its criminal world worked before the events of GTA III. Playing on PlayStation 2, it’s clear this is a project originally built for the PSP. Missions are shorter, the map feels more compact and some systems have less depth. Even so, there’s something very pleasant about that approach. Liberty City is still a great setting for car chases, shootouts and all the chaos we expect from Grand Theft Auto. The difference is that, this time, Rockstar seems more interested in delivering a familiar adventure than in reinventing the series.

Originally released for Sony’s handheld in 2005, Liberty City Stories reached PlayStation 2 the following year. That path explains a lot of its strengths and its problems. Bringing an experience so close to the traditional GTA games to a portable console was impressive for its time. However, when the same content shows up on a console that already had GTA III, Vice City and San Andreas, comparisons become inevitable. The game is still fun, but it can no longer hide some of its simplifications so easily. That doesn’t make it a disposable adventure. On the contrary, I see Liberty City Stories as an interesting chance to go back to the series’ 3D roots, now with some improvements introduced in the later chapters.

Toni Cipriani and the less glamorous side of the mob

The campaign follows Toni Cipriani, a member of the Leone crime family who returns to Liberty City after spending some time away to escape the fallout of a murder he committed on the organization’s behalf. His main goal is to win back his place in the family and regain the trust of Salvatore Leone, a character GTA III players will surely recognize. The story takes place before the events of that game and uses this spot in the timeline to show events that help explain certain relationships between the city’s criminal organizations.

Toni is a very different protagonist from Tommy Vercetti and Carl Johnson. He doesn’t have the first one’s flamboyant charisma, nor does he get personal development as rich as the second one. His personality is much more tied to loyalty to the mob, even when that loyalty drags him into completely absurd situations. Many times he seems willing to do anything to prove his worth to Salvatore. That fits a story centered on organized crime, but it also limits the character’s growth a bit. While other protagonists in the series often want to win their independence, Toni spends a good part of the campaign trying to be recognized by people who seem more interested in using him.

The supporting cast keeps the story moving, although not all of them are particularly memorable. Toni’s complicated relationship with his mother leads to some funny moments, while figures tied to politics, gangs and the city’s underworld add different interests to the fight for power. Still, I missed that collection of completely unpredictable personalities that made Vice City and San Andreas so memorable. The humor is still there, but it’s less intense. Liberty City Stories prefers to tell a fairly direct story of mob disputes, with betrayals, alliances and criminal jobs, without drifting too far into over the top situations.

A war between families

Toni teams up with JD O’Toole, a Sindacco defector, until Salvatore has him killed on suspicion of betrayal. At home, Ma Cipriani puts a hit on her own son, and only calls it off when Toni becomes a made man.

Election, Yakuza and the Sicilian Mafia

The mayoral race, the Kasens’ Yakuza and Massimo Torini’s Sicilian Mafia turn the family war into a conspiracy spanning all three islands.

Trabalhos paralelos

Além de Vigilante, Paramédico, Bombeiro e Táxi, cada ilha tem os seus: Avenging Angels, Noodle Punk, Scrapyard Challenge em Portland; Bike Salesman, Torrington TT, Go Go Faggio em Staunton; AWOL Angel, Wi-Cheetah Run, Gangsta GP em Shoreside Vale.

Shorter missions make the campaign move faster

The game’s handheld origins show up mostly in the mission structure. Most tasks can be finished in a few minutes, with fairly direct objectives. Toni has to chase someone, take out certain enemies, drive characters around, protect allies or escape the police. These are situations that have been part of GTA’s identity since its first 3D chapters.

This approach has one important advantage: Liberty City Stories rarely asks for a lot of time before giving you some progress. You can finish a few missions in a short session and feel that the campaign moved forward. After longer and more elaborate experiences in Vice City and San Andreas, I liked finding a game that doesn’t try to turn every activity into a huge event.

On the other hand, that simplicity comes at a price. Many missions follow very familiar structures and don’t bring big surprises. Some end just as they start getting interesting, while others seem to exist only to take Toni to the next contact. The campaign has good action moments and some situations that require planning, but it lacks a larger number of truly memorable missions.

There are also tasks that end up more frustrating than difficult. Police chases can become tiring, especially when a small crash ruins the whole objective. Since the checkpoint system still follows the philosophy of the old GTA games, failing means replaying the mission. The fact that many activities are short eases this problem a lot, letting the campaign keep a more accessible pace.

Motorcycles make a huge difference

One of the nicest additions compared to GTA III is the arrival of motorcycles. It sounds like a small detail, especially after playing the later chapters of the series, but bikes really change the way we move across Liberty City.

Bikes are great for cutting through traffic, taking narrow paths and getting around quickly. Some have strong acceleration, while others are better suited for tricks and jumps. Of course, there’s always the risk of Toni flying off after a crash, but that’s part of the fun. Finding a PCJ-600 and speeding through the streets of Portland is still a great way to pass the time without following any mission at all.

Driving cars also keeps that personality typical of the PlayStation 2 generation. Vehicles don’t behave realistically, but they show enough differences to make the choice interesting. Some are fast and hard to control, others are heavy and tough, while certain models seem built specifically to survive police chases.

There’s huge satisfaction in finding a better car in the middle of an escape and slipping past a roadblock at the last second. These moments still work because driving is easy to understand and traffic often creates unexpected situations.

Combat still takes a lot of patience

If driving is still fun, fighting on foot shows its age much more clearly. Liberty City Stories uses a structure very close to the previous chapters, with different weapon categories and an auto aim system that doesn’t always pick the right target.

The DualShock 2 improves the experience compared to the original PSP controls. Being able to move the camera with the right analog stick makes exploring and fighting more comfortable. Still, that doesn’t fix the fundamental problems of the combat system.

In fights against several enemies, the camera can get in the way and target selection doesn’t always follow what the player wants to do. There are moments when the best strategy is to use some cover, carefully adjust your position and hope the aiming system doesn’t complicate a battle that should be fairly simple.

The AI also has clear limitations. Enemies can act in unconvincing ways, cops make mistakes during chases and some allies simply can’t keep up with what’s going on. When Toni gets backup from other criminals, we can’t always trust them to pick the best route or react properly to the dangers around them.

Despite these problems, the fights still offer good moments, especially when combat mixes with chases and unexpected situations on the streets.

There’s still plenty to do outside the campaign

Although the main story is fairly short compared to other GTA games on PlayStation 2, Liberty City Stories has a respectable amount of side activities. The classic taxi, ambulance, police and emergency vehicle jobs are all here, offering challenges that don’t depend on story progress.

There are also races, deliveries, vehicle specific challenges and the well known hidden packages scattered across the map. For completionists, these activities add a lot to the game’s length.

I especially like how side activities work in a smaller city. You don’t need to travel for long to find something interesting. You can drop a mission, look for a different vehicle and start another challenge in no time.

A good part of this content uses ideas we already know. Rockstar didn’t create a huge number of brand new systems here, preferring to reuse activities that worked before. That reduces the surprise factor, but keeps a variety that helps Liberty City Stories stay interesting even after many hours.

Simply driving around the city is still fun. Sometimes all it takes is stealing a car, raising your wanted level and trying to survive the police response to find something more exciting than the mission waiting on the map.

What changes from GTA III

  • Bikes, more interiors and outfit changes.
  • A freer camera than GTA III.
  • No flyable planes.
  • Toni can’t swim: deep water is instant death.

Cena no PSP

The visuals clearly show its handheld origins

On PlayStation 2, Liberty City Stories looks weaker than the more ambitious chapters of the series. Character models are simple, some textures look blurry and the city doesn’t have the same richness of detail found in Vice City or San Andreas.

This is especially noticeable when you look at characters during the campaign’s cutscenes. The animations do their job, but they lack the polish of some of Rockstar’s earlier releases on the console. Lighting is also fairly basic, adding to a presentation that can look dated even next to other games from the same generation.

Draw distance shows small improvements over the PSP and some areas can feel a little busier. However, this is not a graphical rebuild. The game keeps practically the entire visual structure of its handheld version.

The frame rate isn’t fully stable either. When lots of explosions, vehicles and characters show up at the same time, performance can suffer. It’s one of the most disappointing points of this port, considering the PlayStation 2 had already shown it could run more elaborate experiences in the same series.

Even so, the art direction keeps Liberty City’s personality. The city is still gray, industrial and unwelcoming, exactly as it should be. Its neighborhoods carry a sense of decay that fits perfectly with the story of Toni and the crime families fighting for control.

A familiar city, at a different point in its history

One of the game’s biggest strengths is simply being able to explore Liberty City again. Portland, Staunton Island and Shoreside Vale still have their own identities, with industrial areas, commercial districts, residential neighborhoods and streets that always seem taken over by some kind of criminal activity. For anyone who knows GTA III, recognizing important places brings an interesting sense of familiarity. Some buildings and areas show differences that help establish the earlier period, but the overall layout stays very close to the one we know.

That also means learning your way around the city happens quickly. Anyone who spent a lot of time in GTA III will probably still remember certain shortcuts, garages and key streets. Unlike San Andreas, where crossing the map can turn into a long trip, Liberty City has a more concentrated scale. I see that as an advantage for the structure used here. Since missions are fairly short, reaching the next objective without crossing huge distances really helps keep the pace up.

The setting doesn’t offer many surprises for those who already know the city. There’s a huge difference between exploring Liberty City for the first time and returning to a map whose layout is practically burned into your memory. Liberty City Stories adds new activities and changes some details, but it doesn’t completely transform the way we interact with the environment. Even so, that familiarity works in the experience’s favor most of the time, especially when the goal is to enjoy classic gameplay without relearning the whole city.

Liberty City before GTA III

In 1998 the Callahan Bridge isn’t finished and Fort Staunton is still standing, you can see the city change between games.

Comic-book look

The loading screens use Rockstar’s classic art: thick black lines and halftone shading.

The PS2 version

It arrived on June 6, 2006 in the US, without the PSP’s multiplayer and custom soundtracks.

Sintonize Liberty CityTune in to Liberty City

The radio still works, but it could offer more. The soundtrack has always been a key part of Grand Theft Auto, and Liberty City Stories keeps that tradition. Getting into a car and flipping between stations is still almost automatic. The game has different music styles and talk shows that carry Rockstar’s signature humor.

The fake commercials and absurd discussions are still some of the best sources of comedy. The satire of American culture, consumer trends and the characters’ over the top behavior shows up mostly in this content.

However, the music catalog doesn’t have the same impact as Vice City or San Andreas. It lacks songs that instantly define the game’s identity, and the station rotation can get repetitive after many hours.

The voice acting, on the other hand, is still solid. Toni’s performance fits his personality, and Salvatore Leone conveys the authoritarian attitude of someone used to controlling everyone around him. The problem lies less in the quality of the voices and more in the fact that the script doesn’t offer many chances to create truly unforgettable characters.

Press the car stereo’s preset buttons to switch stations and see each in-game station’s host, genre and tracklist.

Outra diferença importante é a ausência do multiplayer presente no PSP.

  • Trilha sonora personalizada.
  • Nota 88 no Metacritic (PSP), e 78 no PS2.

What does PlayStation 2 gain and lose in this port?

The main advantage of playing Liberty City Stories on PlayStation 2 is the controls. The DualShock 2 offers a more familiar setup for anyone who spent years playing GTA on Sony’s consoles. The camera is easier to handle and some actions during fights and chases become less awkward.

Playing on a TV also changes how the city looks, although that isn’t necessarily an advantage in every way. The bigger picture exposes the limits of the models and textures, making it clear the game was originally designed for a handheld screen.

Another important difference is the lack of the multiplayer found on PSP. Its removal doesn’t hurt the main campaign, which is still the big attraction, but it means the port lost a feature of the original version without getting any meaningful extra content in return.

That’s why I find the PlayStation 2 version especially interesting for people who never got to play Liberty City Stories on the handheld. Anyone who already finished the adventure on PSP will find practically the same content, now with more comfortable controls, but few truly new reasons to start another campaign.

Does Liberty City Stories deserve to be compared to GTA III?

The comparison is inevitable because both games use the same city and share a huge number of systems. But I believe there’s an important difference between them.

GTA III changed the way the industry looked at open worlds. Liberty City Stories never tried to make that same impact. It was born as a way to bring Grand Theft Auto’s 3D formula to the PSP and later got a port for PlayStation 2.

Looking only at the adventure itself, we find several improvements over GTA III, including motorcycles, control tweaks, outfit options and some mechanics introduced in later chapters.

On the other hand, it lacks the historical weight of the first game and the ambition of the titles that followed. Toni’s story is less interesting than Tommy Vercetti’s or CJ’s, the missions have less variety and the world doesn’t bring as many new things.

Still, Liberty City Stories offers a quality I consider important: simplicity. It’s a GTA that doesn’t take long to start being fun. You pick a mission, steal a car, cross a few streets and quickly find yourself in some trouble with the mob or the police.

After experiences that kept getting bigger, there’s something pleasant about returning to a more focused game.

Grand Theft Auto: Liberty City Stories on PlayStation 2 is an adventure that shows how GTA’s classic formula can stay fun even without a gigantic world or revolutionary new features. Its handheld origins impose some limits, especially in visual presentation and mission design, but they also result in a more direct and accessible experience.

Toni Cipriani’s story doesn’t have the same narrative impact as Vice City or San Andreas, but it works as a good expansion of the Liberty City universe. Salvatore Leone’s presence, the conflicts between criminal organizations and the chance to see events that happened before GTA III make this trip especially interesting for fans of the series’ timeline.

Short missions help the pacing a lot, motorcycles make exploring more enjoyable and the variety of side activities guarantees hours of fun. Combat has aged and performance could be better, but the core gameplay remains very engaging.

Liberty City Stories’ greatest merit is keeping what has always made Grand Theft Auto special: the freedom to turn a simple drive across the city into a completely unexpected chain of events.

It isn’t the most ambitious GTA of its generation, but it has enough personality, content and fun to earn a prominent place among Rockstar’s classic titles.

Score: 9.0 out of 10. Grand Theft Auto: Liberty City Stories is an excellent adventure within Rockstar’s classic universe. Although the PlayStation 2 port has technical limitations and lacks the grandeur of other chapters, the freedom to explore Liberty City, Toni Cipriani’s campaign, the variety of vehicles and the countless side activities deliver an extremely fun experience. A return to the city of GTA III that deserves praise not for the size of its new features, but for the quality of the fun it still offers.
